I'm sure all of you have an old cell phone sitting in a drawer somewhere, or one that you just tossed in the garbage that you should really go get.
Most, if not all cell phones that are not connected to service are able to pick up signal, roam etc. The signal that is picked up allows you to call 911 Emergency at any time.
Keep the battery charged and throw it in a glove box in the event your normal cell phone dies or you forget to bring it for some reason. If you have a few old extras that you have collected through out these years give it to someone that does not have one (even elderly or kids) to accomplish this simple emergency procedure.

Google under CELL PHONE BOOSTER_REPEATER.
If a gold sticker comes up, it trash.
a booster will consist of an additional antenna

This is why orginazations for abused women and such ask for donations of old phones.

id like to add...
*** KNOW WHERE YOU ARE or a good "there abouts"
Not all agencies have a 2nd or 3rd phase 911 system
The cell phone will give a longitude and latitude HOWEVER not many agencies have the system to translate them AND those cords may not be where you are, rather, they may give the closest tower your phone is hitting off of
STAY SAFE!!!

Not all cell phones have the GPS transmitting capabilities either. All of the newer ones have a feature you can turn off so everyboby cannot use your phone number for your location, but the emergency can still locate you.

Can U still use cell phones for emergency purposes only, like stuck on the road.
This is without a contract or hook up etc.

There was some federal reg passed a while back that says all cell phones will be able to call 911...even if not activated. One issue I just read about is the inability of 911 to call you back. It seems they are still working on it.
