How do I mount my Shovel and Axe to the side of my M-932510 Blackwater Ops. Vehicle, code named NELLYBELLE?

You can purchase the parts and make them fit with your current body type. Scroll all the way down to find the parts for the axle shovel.
Ax Shovel Hardware
Below is a pic (not my shovel) showing the bracket for shovel and below for ax handle. The reason this person has a cardboard piece to protect the body is because the correct shovels had a curve preventing this and the one he has is an incorrect reproduction but it still looks good and no one will know if you don't tell them.
Next is a picture tying in the ax, shovel handle with sheath, footman loops and straps. If you brake this up like I explain in the next paragraph you will just use the parts that you need for each on either side.
Be careful as there was much more room along the rocker in the old body types. You might be only able to fit either the ax or the shovel but not both without it interfering with your door. A thought would be to install the ax on the driver and shovel on passenger side if you can not make both to fit.
Below Jack shows a pic of another idea making your own attachments.
