accelerates without throttle

I have a 1995 jeep yj with a 2.5 ...it accelerates just like it has a resume setting on a cruise control up to about 2300rpm in every gear (5) it does not have cruise control it requires a small tap in the gas pedal to start the process...I have changed the TPS and checked vacuum and all codes etc but nothing seems to change (very frustrating) can anyone help?

Hmmm, that is a tough one. Have you checked the obvious like gas pedal and follow the linkage to see if it is sticking.

yes...I have either checked or replaced every sensor (and there is lots)...during the acceleration there is no throttle response until exactly 2300rpm and then it is fine as long as you remain above 2300rpm...as well it is the same in every gear
