Try a few drops of hydrogen Peroxide on the threads where it can leech into the threads.
Use a cotton ball or some threads wrapped around the area to hold the peroxide if you can't get gravity to work for you.
Keep it wet for about 30 minutes, then try breaking them loose...
Breaks the rust bonds between the metal parts.
Not sure if it will work if the joint is packed full of petroleum distillates or not, but on dry rust, it works pretty good, especially if the bolts were zinc plated from the factory.

Something to think about specially those bolts from a car trailer. Sure is cheaper.
